Check the file permissions of the files in the horde/conf dir.

From: Horde/docs

  An additional approach is to make Horde's configuration files
      owned by the user 'root' and by a group which only the webserver
      user belongs to, and then making them readable only to owner and
      group. For example, if your webserver runs as www.www, do as
      follows:

         chown root.www config/*
         chmod 0440 config/*

This may be your problem.

The agent tested was MSie 5.5 and 6

This is what happened when index.php is ran:-

Some of Horde's configuration files are missing:
horde.php
html.php
mime_drivers.php
mime_mapping.php
registry.php

These files do indeed exist. I was thinking it was the .htaccess deny 
all and the httpd.conf.horde settings, but they are just to stop the 
pages being delivered by the apache webserver NOT by directly accessing 
from under the server.
