[horde] CPANEL not supporting HORDE

DOM XML is needed for configuration, which you can do by hand (or on another
machine and then copy them), and possibly be help?  So you can probably live
without it, unless I'm missing something.

Horde officially requires gettext support, but you can get arround it.  Search
the Horde i18n mailing list archives for a thread with the subject line of
"Horde w/o Gettext" from around the end of May (E.g. May 26 to May 30) and
you will find a way to get around this requirement.
