[horde] Stupid logging question

Good morning.
Dumbest question of the day.
I have my Horde log set to /tmp/horde.log for now, though I will be changing
that later. I have the level of logging cranked up into the debugging range
because, well, I'm debugging. (But I had this same problem *before* I changed
the log settings.)
I know that Horde has needed permissions in /tmp, because horde.log gets
created automatically on first access to the web page.
But horde.log stays at zero bytes forever, even when major errors happen. Did
I overlook some setting somewhere? I went through my configs again, and I think
I've got logging fully enabled. Apparently I am wrong.
Suggestions?
