[horde] Why can't I change to any other Language

Hello
  I've been trying to change de default language for imp3 (horde2) for some time
now. I've changed the lang.php to the pt_PT language but horde insists on giving
me the English language. If I try to change the language from
http://www.myhost.com/horde2/imp/login.php it does not recognise my option.
Can someone give a help
