[horde] language detection problem

See the message I posted earlier today (maybe to the IMP list) about reading
the admin faq at http://www.horde.org/faq/admin (search on gettext) and 
follow the info there (including the files to look at in your distribution
for debugging).

Changing the language on the login page will only change the language of
the login page (if it is working).  Once you login, it will use your 
preferences and not what you selected on the login page.
