[horde] I think this is a bug: Incorrect page after login

I still haven't had time to figure out what the problem with this is, but I
have:

1) Updated to the latest snap (7/16/03) and it still exists; and,

2) Determined that the problem goes away if you disable the "Ask for
confirmation before doing maintenance operations?" option.
