[horde] Creating new "block" for portal.php

This is simply not true in my setup.  Using IMP authentication for Horde,
the horde/imp/config/motd.php shows up on the login page, and the
horde/config/motd.php shows up in the summary page.

I can't for the life of me locate the code that causes this to happen,
but it happens (in CVS RELENG and CVS HEAD code).
