[horde] Horde Installation problem

I am trying to install Horde-2.2.3 on a Solaris 8 machine with :
Apache-1.3.27
PHP-4.3.2

I've been tracking down little problems and at this point I am seeing the
following in the logs when I try and run horde/index.php

[Sat Aug  2 11:53:59 2003] [error] PHP Fatal error:  Call to undefined
function:  bindtextdomain() in /opt/www/htdocs/horde-2.2.3/lib/Lang.php on
line 97

The FAQ says this is usually the result of not have gettext compiled in
with PHP but we did our own compile and it was linked in, via configure.
Also horde/test.php seems to thing gettext support is enabled.

PHP Module Capabilities

    * DOM XML Support: No
    * FTP Support: No
    * Gettext Support: Yes
