[horde] Administrator login and conf.xml

Hey folks,

I'm running the latest stable Horde framework with a bunch of modules and am
trying the beta stuff using snapshots, but many of them ask for
configuration using an Administrator login to Horde, changing preferences
presumably via the browser.

While I think this is definitely the way to go (online managment) I have no
idea how exactly I need to do it.
