[horde] Login problems on winXP Pro/Apache 2.045/PHP 4.31/MySQL 4.012

Hello,

I just followed the tutorial by Mike Cochrane on installing horde/imp
and have noticed that my installation of horde looks nothing like his
screenshots with lots of options and icons...I think i am not logging in
as an administrator as I should be (See screen shot). I added the
following to ~/config/horde.php:
   
    $conf['auth']['admins'] = array('horde_user');
    $conf['auth']['driver'] = 'auto';

Can anyone help me out here?
