[horde] login: no response

after getting OK for all the items in test.php, I tried to login, via 
login.php

I used user: horde
password: <database password>

The browser refreshes with the blue login screen, with no other real 
feedback.

In psql I added a new user to the horde->horde_users db table.

Using that user name and password gave me the same result..

I configured chora in a sub-dir of horde...it passed me to the same 
login screen..
