[horde] How to create a useracount

Says it all.  You didn't setup the auth params correctly, specifically
you didn't define phptype.  Most likely you didn't define anything.

Edit horde/config/conf.php or horde/config/horde.php (which ever you have)
and define the $conf['auth']['params'] array correctly.
