[horde] Time Zone error

Hi

I was wondering if this ussue has been addressed because the bug is still 
present in the new CVS. I am noticing that sometimes the right time is 
displaied (at login), but most frequently it has a +5 hours offset.

I think this is an important bug because having a wrong time also screws the 
schedule (kronolith).
