The PEAR tgz as distributed by horde does not necessarilly need to go in
the Horde folder.  In fact, it should go outside of your web root.  I
personnally put it in /usr/local/share/pear.  Make sure the path where
you put it is in the include_path of you php.ini.  This is your
currently your problem.  It should also go *before* the path to other
PEAR installation you have on your system.
