[horde] Help please, error after reinstalling mysql

Have you recreated (or restored) the database and tables ?  If not, you
must rerun the appriopriate SQL script in horde/scripts/db and
horde/turba/scripts/drivers.

You may also want to check permission on tables and credential of your
horde user.
