[horde] I have some problems with running horde. Might you help me?

I use:
RedHat Linux 9.0
Webserver: Apache 2.0.4
PHP: 4.2.2
SQL server: Mysql server 3.23.54
Horde 2.2.4
IMP 3.2.2
Turba 1.2.1

I  worked step by step as instructions in horde's install document, but can't login horde with username and password 'horde'. I received an error in /tmp/horde.log:
 
'FAILED LOGIN for horde [192.168.1.215] to Horde (line 48 on /var/www/html/horde/login.php)'.
 
I don't know why. I'm waiting for help from you all.
