[horde] owner_id has appended domain name

I am migrating my horde install to a new machine.  I am using the most recent
version of turba.  I have moved the MySQL database to the new server.  I cannot
acces the user prefs from the previous install because all new logins have an
owner_id in turba objects as 'user <at>domain.com' where the previous install
has the owner_id as 'user'  Do I need to change something in my horde config? 
I'm using IMAP to authenticate.
