[horde] Installing framework on Win2k/IIS

I see my mistake/problem now.

My pear install came from the zip package at ftp.horde.org/pub/pear. That zip
file does not include "pear.bat". 

I should have used the "go-pear.bat" (which calls go-pear.php) that comes with
PHP to install/configure pear. 

So I downloaded PHP 4.3.4 and installed pear using the provided scripts and all
is well.
