Yes, this is all true.  And a good reason not to change it.

It is reliable at this time.  Some people seem to think we should change
Horde to accomodate bugs in php.  But the time would be better spent getting
the php folks to fix the bugs and/or problem in php, to the benefit of
not only Horde but everyone who uses php.
