Correct.  How to do this would depend on your sql implementation and the
tools you have to support it.

There is a script to create an sql auth table.  After that, you need to
add them manually or through some external tool, at least in the release
versions of horde.  (The CVS HEAD version has some additional tools that
are not in the release versions)
