[horde] Initial application

Hello,

I am running Horde 3.0, IMP 3.0, and Turba 2.0 and I am having a problem with
the Initial application setting.  In the configuration file it is set to '',
and when a user sets the option to the Mail page, it still loads to the default
horde portal page.  I would like to have it so that everyone logs in and goes
directly to the mail page.
