Because things change.  In particular, new configuration items are
added.  So you need to update them to include the new items, etc.

Because we don't know what your configuration is, so we can't create
your configuration file for you.  You need to configure the application
via the configuration files because you are the one who knows how you
want it configured.

If using a release version or CVS RELENG version, then it is provided
in the distribution.

If using a CVS HEAD checkout then there is no conf.php.dist file.
Instead there is a conf.xml which is used to generate the conf.php file.

As said above, you need to create it because only you know what should go
into it.  Only you know how to configure your machine.

If you read the horde/docs/INSTALL file and horde/imp/docs/INSTALL files
you would know how to create them.

If you are using CVS HEAD which it appears you are, you don't do anything
with it, as it doesn't exist in CVS HEAD.
