[horde] Suggestion for user administration tool

I just wanted to share my opinion about the user administration tool.  
It is nothing more than an opinion but I'd like to see if any others 
agree w/ me.   When I go the Users  page, I immediately see a form for 
adding a user.  I then have to scroll down quite a ways to see the list 
of users.  Is it really necessary to assume that the first thing I want 
to do when I click on "users" is to add a user?   when I'm adding users, 
yes, it probably is what I'm looking for,  but when I'm done adding the 
bulk of my users, and all I'm doing now is managing passwords and 
contact info,  it's a bit annoying to have a huge sign up screen there 
when I really don't want to see it.

Here's my suggestion:  make the "add user" form separate from the main 
user administration page.  I think the user list, add user form, and 
pending subscriptions should all be separated somehow, whether it be in 
tabs, sub menus, or just links or buttons on the user admin page.

I'd be happy to code this change myself if nobody contests it.
