[horde] CSS problem with Horde 2.2.3

The first thing anyone should do when experiencing issues with IE in Horde 2.x
is always to turn off page compression and see if that fixes the problem.  IE 6
is very buggy when it comes to page compression so in Horde 3.x, we
automatically disable the compression for those browsers (there is no easy,
centrally located way to do this in Horde 2.x so this is unable to be
backported).
