[horde] Horde & UTF #2

Hi,

i still have problems with page encodings in horde. As you can see from
screenshot (link below) information in DB is stored in UTF, however $conf
['sql']['charset'] is set to windows-1257. The same data in turba address book
pages is displayed properly, but when i click on email, the popup do not
translate UTF characters correctly. I tried hacking DataTree sources, i think
this must be something to do with UTF7 `serialization` DataTree lib is using.
I'm stuck.
