[horde] no Horde.php

Hi trice,

I'm in the same process of installing a functional instalation of horde
from the development CVS tree and have the same problem of you.

I'm not checked up the cvs but I recomend you to uninstall first the
pear packages that you want update. In this case I think that is
Horde_Form. Then,

pear uninstall Horde_Form

and afterwards reinstall it from the framework directory: 

pear install Form/package.xml
