[horde] Adventures in Horde HEAD

I've made some progress. I found the Horde WIKI and started walking through
that. I can login via admin:admin, but when I try to use any of the
configuration options, it dies with something like

Parse error: parse error in /usr/share/pear/Horde/Form.php on line 620

Fatal error: Undefined class name 'horde_form' in
/var/www/html/horde/admin/perms/addchild.php on line 29


All of the errors reference failures with horde_form.
