[horde] imp and blacklists

Hello,
    I'm running:

    * Horde: 2.2.4
    * IMP: 3.2.2
    * Turba: 1.2.1
    * Vacation: 2.2
    * Passwd: 2.2
    * Forwards: 2.2

Curiously it appears my blacklist function does not appear to be 
working.  I send an email from a test account.  I check the email and 
click blacklist.  After a second or two, the screen refreshes, and the 
check mark is gone.  The email remains however.  I send another email 
from the same test account, and it is delivered with no problems.  Is 
there something special that has to be done to get blacklists to work?
