[horde] problem generating horde/config/conf.php from conf.xml

I'm using cvs HEAD on Solaris 9 with Apache 2.48 and PHP 4.3.4
The Administration->Configuration tools work fine for all the
modules except horde, where I don't get the result screen with
the conf.php file.  Nor do I get offered the upload options afterward.

Am I missing something?
