We have no problem with this, if fact it would be to our advantage - all our 
web application code relating to Kolab would then be in a central location 
(i.e. Horde CVS).

Well, "all of our developers" is a whole one developer (me) and our 
"development environment" is a directory on my machine :-). With all the 
webclient work I've done I'm now regarded as the "Horde guy" within the 
company and so development of this new admin interface was delegated to me.

It would be excellent if I could get CVS access in order to develop this new 
application.
