[horde] Do not directly access maintenance.php???

I at no time access the maintenance page directly, so I don't understand 
this.  I looked at the code and it's looking for the presense of $module 
which obviously isn't getting assigned for some reason...what could be the 
causes of this?

It's right after authentication...I don't know what else to say about it.
