[horde] characterset problems, javascript error

Hello!

Javascript error:
The innerHTML property in horde/templates/javascript/tooltip.js on line 44
doesn't work with IE6 but gives an "Unknown Runtime Error".

Characterset problems:
Using the latest CVS-version with IE6 i have problems with scandinavian
characters (äöå) when using f.ex. Finnish,Swedish or German language. These
characters get garbled in the main menu mixing the event handler quotes and
thus the whole menu. The same happens in the portal block layout.
