[horde] Non attaching files

I'm a bit new to managing a server, so please bear with me!

Some files are not attaching to horde webmail.  Also, filter rules do not 
seem to load any page.  I was told this is a PHP configuration 
problem.  Can anyone give me some pointers on what it might be, and where 
to start?

I'm running RH9 with Plesk 6.0, Horde 2.3.3
