[horde] registry.php

I was wondering if it made sense to convert the horde registry.php into
an XML file?  If we did that, wouldn't it allow us to use the
administration tool to add or remove apps?

Would it be terribly hard for a novice php programmer to put that
together?  It seems like all the pieces are there. Just needs some
effort behind it, of which I am willing to offer.
