Use the command quota driver (this will have to be configured in 
horde/imp/servers.php).  However, it is currently broken AFAIK at least 
for RedHat and maybe other distro too.  I submitted a fix for it, but it 
apparently never got considered.

Could you post the ouput of "quota <user>", and the name of the Linux 
distro you use ?
