[horde] DB Error: connect failed - access denied for user horde@localhost (mysql and horde)

I have tried to install Horde 2.2 with PHP Version: 4.3.4. mysqladmin 
version reports: Server version 3.23.49-log

Problem is that I cannot connect to mysql database. This would occur if, 
for instance, had I used not the correct username or password. But as 
far as I can tell, I have set these as follows: In 
scripts/mysql_create.sql I have set the password to the same password as 
I have in config/horde.php

If I try to connect to mysql, using
mysql --user=horde -p
there is no problem when I submit the password that is in both files 
mentioned above. So one would think horde should be able to connect?

The error messages are as follows:

DB Error: connect failed

Details have been logged for the administrator.

Why is horde and mysql not connecting?
