[horde] Running Horde on Server if no root access

How? Please bear in mind that all I can do is edit the files for configuration
locally, FTP the files to a directory on my hosting account, set up a mysql
database. I cannot run any Linux server scripts included with Horde.

Please tell me how? I spent three days trying to sort it out, and eventually
the
support desk at my hosting company told me that I DID have to have root access
to configure Horde to work.
