[horde] Block 'parameters' can no longer be set, after recent block/layout/registry changes.

Chuck/Jan:

  After the most recent layout block & registry change, the individual blocks
can no longer be 'configged' -- i.e-- cannot set your location for weather,
cannot specify URL for 'link to an external website'...
  Might be a work in progress, just saw the CVS change to registry.php as of two
days ago.
