[horde] Removing Language from Login

The easiest way i know to do this, is in $HORDEROOT/config/prefs.php

Look for the language stanza, and set the value to your language 
(probably "en_US" given that address :P) and then make sure that 
"locked" and "shared" are both true.

You login page should no longer ask you which language and just default 
to the one you want.
