[horde] Custom Administration Program

Yes!

I would like to make a virtual user administration page for my installation. I
would like for the page to be accessible through the Administration 
category of
applications in Horde (also only accessible to Administrators).

I have looked around trying to find a way to make the app (not really an app,
it's one file) an "admin" app (tried making a full-blown app with an admin
status in the registry, but that didn't work as planned either).

Basically, I want my little "Virtual User" program over next to the "User"
program. Where is the list of administrative programs kept? Or is there 
a place
that I can specify site-specific administrative programs (if there is 
not, that
would be a useful feature for me to add...)
