[horde] Horde Framework always displays

Thanks for the quick reply Jan.

I'm presuming I should be looking in the prefs.php file for this? Can you 
point me to what I should be looking at please? The only setting with 
'menu' in it in there is menu_view, which I don't think is the right one.
