[horde] reagent for horde 3

Reagent is a simple module for tracking users
and projects on a development community.

It's been originally written for horde 2. As recommended
by several horde people on this list, I recently ported it to
horde 3. This is a "light" port since reagent still uses
many solutions by its own instead of horde's one. User
contacts are an example: they're not managed via
turba. This could change in the future.

Please don't get tricked by the version number: while reagent rans 
correctly
on the systems I tried so far, I don't consider it stable by far. There 
would be
easily some security hole or other kind of bugs.

Also mind that it currently only supports a SQL backend, neither is the
driver modular.
