[horde] RE: title bar and side bar issues

I more information on the problem.  The description below was what I saw with
Mozilla.  With IE on a Windows box, I was able to determine the side bar is now
very wide and there is no scroll bar on the bottom to get to the applicaion
panel (under Mozilla).  Under IE, the side bar was the width of half the window
(1024x768 screen resolution and program maximized).
