[horde] Standard portal

Any suggestions, or thoughts, on how to go about creating a set of portal
configurations that will be applied depending on which user and/or group the
user is a member of?

I.e. I'd like to have a portal set-up for four users, a different one for a
group of users, and so on; and also the possibility for me, as the admin, to
configure a portal that is locked and cannot be modified.
