[horde] Sometime English, sometimes local language

Hello!

I have installed the Debian Sarge packets of Horde and IMP. I use IMAP 
for password validation.

I try to get everything in the local language (Dutch), but Horde/IMP 
*sometimes* give Dutch, and *sometimes* English...

When I press "refresh" a few times on the login-screen, the language 
changes.

Did somebody see this before?

Has somebody a hint how to debug this problem?
