[horde] Permissions Problems

Hey guys, i seem to be having a permissions issue
apache is running as user apache, group apache, specified within httpd.conf
now when i chown -R root:apache horde/ ; chmod -R 550 horde 
i cannot access anything! however if i chmod -R 777 horde, everything
works fine. The errors that appear have to do with the configuration
files withing horde/config, it seems like some other user is trying to
access those files...it doesnt make sense to me if apache:apache is
running httpd. i've tried locating the root of things with lsof, but
no luck...anyone have any ideas?
