[horde] Dynamic applications activation/deactivation

Hello,
I was wondering if it is possible to dynamicly activate or deactivate 
applications 
in hooks.php or any other way.
for example in the _horde_hook_postauthenticate hook function?

What I want to achieve is that based on the logged in user to decide what 
applications should be active or inactive for this specific user.
I tried to do it through the 
_horde_hook_postauthenticate  hook function to set applications status to 
active/inactive but it seems not to work.

Please advice.
