[horde] Setting options

After a fresh install from CVS, I can't get into the options correctly.
I've logged in as an adminstrator, clicked on Administration->Setup and
a long list of subheadings is present (General, Database,
Authentication, etc), as well as the "General" Options (as if "General"
was already selected).  If I click on any of the other subheadings,
nothing happens.  Nothing at all.  It's like the links are dead.  In
fact, when hovering over the links, they are all the same:
 http://pelorus.org/horde/admin/setup/config.php?app=horde#

So, how do I set the rest of the configuration options?
