[horde] Tow problems

Hi,
First:
I read this on a post:

I have installed Horde-IMP-Turba and so on on my Debian/Sid and I never
saw anything about "Administration menu" or something like that in my Horde !
Is there something missing to me ?
But I read too that there is no user Administrator for Horde. Is it true ?
Well... I think there is something I don't understand.... !
Second:
I have installed Postfix/TLS and I would like to set this feature:
smtpd_enforce_tls = yes
But then, Horde is unable to send a mail. I get this message:
