[horde] Installation problem / Empty config screen

Hey list.

Just installed Horde 3.0 (without any apps yet) like it's described in 
the INSTALL file. Created the databases and checked for the login to 
work. Also i've done a upgrade-all in PEAR so all extensions should be 
recent.

The problem is (see screenshot), there aren't any "tabs" or something 
for the initial horde configuration (to add a "real" authentication 
thingie).

What might be wrong?
